Mr Wong Kan Seng, resign Print E-mail

Singapore Democrats

The SDP has hitherto refrained from calling for Mr Wong Kan Seng's resignation in the wake of the Mas Selamat fiasco even though a strong case could be made for it. We were waiting to see if Mr Wong showed any contrition for the debacle.

But the Minister has ducked, parried and done everything except assume responsibility for what happened. With the release of the Committee of Inquiry (COI) report and his utterances in Parliament, calling for Mr Wong's resignation is now imperative.

We present the SDP's case against the Minister and his top officers:

With the partial revelation of the security arrangements at the Whitley Road Detention Centre (WRDC), it is clear that there was systemic failure within the operational structure of the facility. It was not just missteps on the part of lower-ranking police officers but rather wholesale negligence at the most senior levels.

If the COI report is to be believed, the junior officers should not be the only ones to bear responsibility of Mr Mas Selamat's alleged escape.

For example, security fixtures such as the installation of window grilles is the responsibility of administrative planners, not Gurhka officers or Special Duty Operatives.

Likewise, the effective and fail-safe operation of the CCTV system is beyond the control of officers charged with the day-to-day guarding of the detainees.

Similarly, the guards cannot be responsible for the "cement ledge" that enabled Mr Selamat to climb out of the toilet or for the positioning of the so-called "weak perimeter fence."

Such physical structures can only be put in place by planners and administrators of the Centre. Who in the Singapore Police Force is responsible for the installation, design or construction of the WRDC's features?

The Director of the Internal Security Department and his superior the Commissioner of Police, of course. They, and not just those handling Mr Selamat, must be held accountable. There is no wriggle room here: Commissioner Khoo Boon Hui and his ISD chief are culpable of the security meltdown. Their resignation is a must.

What about their political boss, Minister Wong Kan Seng? It may be argued that Mr Wong cannot be in charge of the minutiae of the running of the WRDC. It must be pointed out, however, that the "security lapses", to use Mr Wong's words, were not fleeting moments of distraction. The structural weaknesses within the ISD Centre were yawning holes waiting to be exploited.

For instance, how can the Minister-in-charge of prison security not tell his subordinates what must be the ABCs of prison security: Secure all windows and doors so that prisoners cannot run, walk, or crawl out through them to escape.

And didn't he give a directive that surveillance cameras had to be working 24/7? He wouldn't allow the CCTV cameras outside his own residence to be left unmonitored or the security personnel not guarding his home for any period of time, would he?

But this is not the end of Mr Wong's culpability. His personal handling of the saga right from the get-go had incompetence written all over.

It took 49 seconds for Mr Selamat to escape, 11 minutes for the prison staff to realise this, but a whole four hours for Mr Wong to sound the alert to the public.

It took another week before his Ministry told people what the escapee was wearing. Then Mr Selamat was walking with a "distinct limp", then that the limp was obvious only when he ran. Again this came only days after the escape during which time the prisoner could have already made his way to the North Pole.

One would have thought that within minutes after he was alerted of the escape, Mr Wong would have gathered his top security officials, collate data of the situation giving priority to the description of Mr Selamat and his possible whereabouts, and disseminate them to the public. This could all have been done within the first hour of the breakout.

But instead of acknowledging his own misjudgments and making a genuine effort to get to the bottom of the mess, the Minister cocks a snook at the public by appointing, or at least agreeing to the appointment of, his subordinate Deputy Secretary Dr Choong May Ling and former subordinate and police commissioner Mr Tee Tua Bah to sit on the three-member COI.

Has the Minister no self-respect to at least insist that the COI be not only independent of his influence but also seen to be so?

As a result the COI report, or the little that has been revealed, has been lampooned and ripped to shreds for its contradictory, incomplete and poorly explained findings. It raises more questions than answers.

The last straw for the Singapore Democrats is Mr Wong casting blame on the junior officers while not-so-subtlely exonerating himself. Mr Wong announced that junior officers "all the way up" to the supervisory and management levels of the WRDC will be disciplined and penalised.

He unabashedly avoids mentioning his own role in the episode. This is the hallmark of a man without honour and pride in his work and his responsibilities. When things go wrong leaders – true leaders – step up and take responsibility.

They don't make fall guys of their subordinates to save their own skins.

In truth Mr Wong's reputation is in tatters. He has demonstrated beyond doubt that he is unfit to continue with his job.

Mr Wong Kan Seng, the SDP calls on you to stop passing the blame. Enough is enough. It is not the officers, it is not the window, it is not the toilet. It is you. Now do the right and decent thing: Resign.

Chee Soon Juan

Agree agree. But is Mr Wong decent? ;)
JK  -
Doesn't the ISD act allow the minister of home affairs to imprison a suspect without trial at his leisure (can someone familiar with the law quote the exact paragraph? Thx). If this was the case, then ISD jurisdiction falls directly under the MHA's control and thus the minister has to assume full responsibility.
SilverSurfer  -
In any western democracy, the minister in charge would have had to resign over such a debacle.
mike Chan  -  The Dir ISD does not report to the CP
The CP and the Director ISD are on par currently and both report to the Minister for Home Affairs via the Perm Sec MHA. The latter is their immediate boss. Yes, the director ISD used to report to the CP but this was quite long ago during the colonial days and even up to the early 60s. Dir CID has always come under the CP.
Fyi, as far as the personnel in the WRDC is concerned,
the CP is only responsible for the Gurkha guards and Officers who belong to the Gurkha Contingent based at Mt Vernon. The GC is commandered by a gurkhali-speaking British Officer from UK. He reports directly to the CP via his Dir Operations. All other staff there are ISD personnel. The physical structures as well as other infrastructure of the WRDC are the responsibility of the Govt PWD architects and engineers working closely with ISD HQ at Phoenix Park, Tanglin Rd.
The above details are not confidential as they can be found in the the S'pore Govt Directory sold at all bookshops.
Sinister Minister  -
I disagree... Mr. Wong should not resign.

How can he quit when he still has not convinced the public if anyone did or did not escape? This report is good for one thing... and that is for Singaporeans to wipe their behinds with it after a nice long healthy crap in the loo.

in my opinion there are some black and decaying hearts in permanent, i mean parliament. Singaporeans, we need a light to show us the way because what we have now in sub-parliament is not it.
elitocracy  -  Not how I understand it ..
This is not how I understand it ...

There are 2 departments that are very special: ISD & SID. The directors of these 2 agency report directly to PM if necessary, skipping not just the Deputy Sec, Perm Sec but the Minister as well.

The role of ISD is similar to that of the KGB, to handle "internal enemies".

The SID is like that of CIA, to handle "external enemies" ....
Colin  -  why stop there
Ah Wong is probably one of the most useless ministers in the cabinet. The holy trinity (father, son and the holy goh) should resign for appointing him.
Jenny  -
So if he resigns, who do you think should replace him? Are any of the other backbenchere capable? Or any of the ministers?
James  -
Elitocracy you got it wrong. the KGB is like the CIA, handling external threats. Am not sure of the USSR's internal security group then, but KGB activities were mainly external.

High time some one brought up the SID, the most unknown group but somehow national security stays that way
Anonymous  -
The PM is quoted as saying," I think it's true that Singaporeans have very high expectations of their government and therefore whenever there's a lapse, they take it very seriously". What the hell he is talking about? Of course we have the highest expectations since we the tax payers paid top dollars for the most expensive government ministers in the world!! We seem to have a government who claim all credits when things are rosy and when things aren't, said they "shouldn't be blamed" for it. Where is the accountability?? You call this first world's government? They seem more like a bunch of charlatans to me.
G Chen  -
SID and ISD are under the jurisdiction of different ministry. Also it is true that KGB is similar to CIA, Mossad or MI6.But I doubt SID or ISD are comparable to these intelligence agencies. Lastly, I m also of agreement that the executive should bear responsibility for any problem with the ministry they are in charge of and especially so in Singapore since they are paid so highly by the tax-payers.
Jerome  -
Ironically, Singapore takes its cue the Government of western countries.

Bush and his VP didn't resign after 911, in fact, both jokers led their entire country into a futile war against Iraq that led to more terrorism worldwide. In fact, he even made Powell present "alarming facts" about Iraq based on false information. Where's the integrity in that? Bush didn't resign, Powell did. Ultimately, they served a second term, and it's te people who finally saw the truth and is likely to vote the Republican out this year.

Unfortunately, our Ministers all say they want high pay tagged to private sectors - it has come back to bite them. Kudos to Mr Loh for raising it in Parliament to PM. Maybe donate pay to build the detention centre in Changi Prison?
diablo leo  -
i do not think anyone should resign, at this moment , we should concentrate on finding Selamat and not pinpoint at each other throat. what if the terrorists launch an attack on singapore soil.. then who will suffer? it is the People of singapore !!! so right now at this time , we should catch selamat and bring this to an end !!
jiaojiao08  -
Dr Chee obviously has been living in his own world. This article is riddled with misinformation and reeks of his personal vendetta with the police force.

Firstly, it is a known fact that the ISD and SPF are separate entities within the MHA. This is public information and has also been well reported in the media. Curiously, Chee chooses to ignore this but instead attempt to implicate the SPF and the Commissioner, who by the way, is Khoo, not Koh.

Obviously Chee has an axe to grind with the police for denying and stopping his protests. But as any self respecting leader of a political party should remain objective and be able to keep the issues separate. But of course, we all know that Chee and SDP are neither. Under Chee, SDP has nothing but denigrated into a circus.

The entire press release is just a mish-mash of opinions and articles expressed elsewhere on the Internet. Is there anything new? No. Anything we have not read on another forum? No. Chee simply pick things from here and there and present them as his press release. Pathetic.

What Chee has done only serves to further discredit the SDP and is hardly a gentleman’s act. Then again, when one recalls his various antics such as screaming then PM Goh at a market, we are reminded that he has never been one.

A good political party should have done proper research and at the same time maintain accuracy in their reporting. These are basic expectations and moreover information is openly available in the Internet. What the press release achieved is to project SDP as a slack and irresponsible party with scant regard for truth and accuracy.

We can't scream at King but we can scream at any normal citizen including GCT.Dr Chee was far away from Goh on that day, if u don't scream, how can he hear you ? If you look at Parliament in Taiwan or India, where chairs and tables fly during meeting, then you will understand more, pls read widely and not confine to local reports only,as u may know local reports are biased due to reasons which I don't have to tell u!!

Heavy Responsibility comes with the pay package and position not to mentioned, recognition and prestige of politics....In a real World,
the axe would have fallen....
Kite  -
Read from Straits Times that PM Lee argued that "ceremonial change of guard" would just be a political show….if done for political expediency, is not the solution, because fundamentals remain unchanged.

I would argue that "change of guard" and seeking solution to tackle the fundamental problems are two separate issues. They should be delinked. I think it reflects a certain level of complacency in PM's belief. I can understand why PM would defend the Minister of Home Affairs. Human beings working together for a long time, through good and bad times...can have their vision and decision clouded by feelings and emotions. But it is precisely in such times, that a leader has to move above all and make a wise decision.

Why the minister has to accept some responsibility? To allow such an important ministry to fall into a complacency mode is honestly not acceptable...regardless of the pay he is receiving. There is an issue of public trust. Singapore would collapse if the trust between people and govt are compromised. All good work unravelled.

I think any change of guards will be ceremonial if the leader made it so. PM remarks revealed that he think the problem is a one off. Hence, even if change of guard happens, ceremonial it will be...One then will be worried that complacency will one day come back to haunt us again. More importantly, even if PM change his mind and sack Minister Wong now, nobody would believe that there would be new ways to bring the Ministry of Home Affairs forward. I think the public trust has further dimished with PM's comments. They believe it will old wine in new bottle.

So what is the next best solution? I offer my humble opinion. Probably, Mr Wong should resign as DPM. His portfolio needs some trimming so that he can devote more time on Ministry of Home Affairs. 2nd, he should face some form of demotion within the Ministry of Home Affairs....may be down to Acting Minister, some form of pay cut. I think this will also be a good move for the Minister himself. If he can 'bite this bullet' now and accept some real punishment, stay and fight...re-capture Mas Selamat...and show Singaporeans what he is made of. Turn adversity into strength. We will be proud of him.

Half truths and distortion is the trademark of the SDP aka CSJ. They get 30% of the electoral support and still cry that the elections are not free. Then why not boycott the elections totally?

Thanks for agreeing that Chee did scream. no self respecting politician will act like that. ask yourself: do you respect Taiwanese politicians?

Now who's missing the point?
Gary Teoh  -
This is part and parcel of politics.Oppositions must be fierce enough like JBJ and Dr Chee who speak without fear. These ppl will earn my respect. If you are soft spoken, then better stay at home and watch DVD.I respect those politicians who dare to speak out whether they are shouting or otherwise. In singapore context, shouting is seen as no respect, perhaps we are brought up this way under pap rule.
Gary Teoh  -
lesscomplainpls,u must understand SDP fought an uphill battle against mighty pap who has all the resources,to smear the opposition, and with GRC in place, and other unfair tactics, including biased media,u expect SDP to win big ? 30% is not that bad I should say.
Claire  -
I agree with jiaojiao08. I also ask: Who should replace WKS if he resigns? What will your grandpa do if he knows the truth? Protest?
G Chen  -
It is true that ISD and SPF should be considered as different entity in this aspect although under the umbrella of MHA.In fact ISD should be the "expert" on physical and intrusion detection security, which therefore makes these lapses jawdropping.
XY  -
By that reasoning, why should criminals or even terror suspects like MSK be apprehended and brought to justice? My grandpa doesn't keep up with current affairs and has no clue who MSK or even Osama bin Laden is. So I suppose these men should simply be left alone.
Anonymous  -
just lemme give this analogy bout ministerial responsibility.

in england former home seccretary michael howard refused to resign wen some prisoners escaped from prison. i do believe they were IRA guys. the reason he refused to resign is tt he argues he is in no way responsible for the escape of the suspects. it was not a result of any govt policy. but he did sack the director of prisons.

not everythign tt happen can be the fault of a minister u know.

if (touch wood) a SQ plane crash lands at changi airport, dont tell me the sdp is gonna call for the resignation of the transport minister?

i think the only reason the sdp wants wks to resign is bcos of them being the 'victims' of police heavy handedness at their recent protest. and also not being granted the licence.

just as the sdp wants more transparency, the sdp should also come clean if the reason listed above aren't the only ones for wanting wks to resign.
Shal  -
Oh please, some people here are making it sound as if the minister is irreplaceable.

What's going to happen should WKS resign is the same as what happens should he be faced will illness or death or whatever other reason that might render him unable to perform his duties.

Most corporations or govt organisations have some kind of succession plan where an appointment holder's responsibilities will be assumed by the official next-in-line.

The only reason I can think of as to why he might be considered irreplaceable is that his ministry is being used for purposes other than that of maintaining law-and-order for the general public.
Greyheyn  -
Chee is being kind to say to Wong to resign. This act of kindness is somewhat unappreciated by Lee and their supporters. Should this matter comes up again at the next election, at least Lee can say PAP exercises accountability and responsibility.

I do not find anything wrong with an opposition being vocal or loud in parliament.Even highly cultured society like UK has a lively Parliamentary debates where the oppositions would jeer at the ruling party's honourable MPs or cabinet ministers and vice versa. It is just a part of democratic process and should not be regarded as anything personal.
TTY  -
i guess all will agree that nothing will happen no matter how much we rage. the report is out, questions are asked, answers are given, no one can change anything.

i'm just puzzled why no one in parliament ask what is the time frame we can expect the apprehension of MSK? And what will WKS do if there is still no sight of him after this time frame?
Kelvin  -
Like what alot of people out there are saying... He SHOULD NOT resign...

As had G Chen said, a robust & lively debate is what a normal parliamentary system should be. Not what the PAP what want us to think a disfunctional system is. People need to stop watching local channels as they feed you crap. Watch SkyNews when they cover the British Parliament debates and you will gain new insights.

WKS biggest mistake is to allow complacency to creep into his ministry. This is a serious failing and the incident has incompetence written all over it. i'm quite surprise he still has the face to remain in office, well i guess, the million-dollar salary is really hard to wave goodbye to.
SilverSurfer  -
Mr Wong Kan Seng, if you are reading this, i urge you to go with what dignity you still might have before your constituency vote you out in the next election. A Home affair minister is suppose to safeguard the security of the country from terrorist threats not endanger the population by allowing a terrorist to escape through your incompetence. So, enough is enough, will you please just go and be gone already!
Galactus  -
Silver Surder, my dear herald, you are asking too much of him. He is busy enough monitoring the opposition and clamping down on their activities to be worrying about something as insignificant as an escaped terrorist.
Blow Fish  -  Wong Kan Seng should not resign
Calm down, fellow citizens. DPM Wong Kan Seng should not resign.

Instead, he should be charged for not dispensing his duties as a Minister and for endangering the lives of 4.6 million Singaporeans. He may be placed in Whitley Detention Center before the during (even after) the trial.

When is our leaders going to take responsibility and be counted ? I hope not when Mas Selamat orchestrate a Jumbo Jet to crash into Singapore ?

If it was a soccer match, the coach may or may not be fired if he lost the final. But, this is not a soccer game. There are thousands and millions of lives endangered.

My Malaysian friends are now making jokes of Singapore and having a good laugh. How can a highly dangerous terrorist detainee (who was handed to Singapore courtesy of Indonesia) just walk off (sorry, limped off) a high-security detention facility in broad daylight. I don't know.

Our PM needs to send a clear message that silly mistakes like this is taken seriously and cannot be tolerated. This is the accountability and "moral responsibility" of his office.
ABC  -  WKS MUST GOOOO...!!!
WKS & Dir ISD MUST GOOOO...!!!
Singa Crew  -
Well, jiaojiao08, it is very easy for you to hurl accusations of 'misinformation' and 'vendetta' without citing references. If you say 'misinformation', prove it!

The way I see it, the PAP are the ones spreading misinformation. They did take a whole freaking week before telling us what the escapee was wearing. What on earth were they thinking when they hid the truth from us?

And now they come up with this cock and bull story of his toilet escape. The SDP were merely pointing out the flaws in the 'official story'. We have a right to know, because if that terrorist suspect manage to get his hands on explosives, we (the average joes who have to take public transport) will be in the line of fire.

Your report is just a mish-mash of personal opinions and reeks of your vendetta against Chee Soon Juan.

So what were you trying to tell us when you said ISD and SPF are separate entities under MHA? Stop trying to detract us from the important issue here: Wong Kan Seng MUST resign.

Crew
Singa Crew  -
And by the way, please do not be misled into thinking that Wong Kan Seng is indispensable. He is not.

Think about it. There must be hundreds of scholars working at the MHA. Many of them have Masters or Phds and way more experience than WKS in the relevant areas (such as law enforcement running prison facilities), and not a single one of them can hold a candle to this ex-school teacher??

And what about the Perm Secretary for MHA? Not one single soul within the MHA can be a pro-temp Minister after Wong Kan Seng steps down? And not one of the other PAP elites can take over his portfolio? Gods! We are in more trouble than we think when our national security is 100 percent dependant on one man.

What is it with dictators and school teachers anyway? Hitler appointed Himmler (used to be a school teacher) to be his 'Minister for Home Affairs' and our own Fuhrer appointed Wong (an ex-school teacher) to do the same job.

Talk about coincidence!

Belinda  -
Wong Kan Seng cannot resign because he has the personal endorsement of Lee Kuan Yew. When Wong was first elected into parliament, it was Lee who said WKS was more than a MP, i.e. groomed for higher office. That's how the ssyem works.

Just For Laughs

Subject: from Mr Wong Says So

There are several simple reasons why many Singaporean
employers are reluctant to give their maids a day off.

You see, if the maid runs away, the government will fine
the employer $5,000. If the maid commits a crime such as
shoplifting, the government will fine the employer $5,000.

If the maid is caught having sex with someone, the
government will fine the employer $5,000. If the maid gets
pregnant, the government will also fine the employer
$5,000.

If you didn't know any of the above, then either you do
not employ a maid, or you didn't read the small print of
the Manpower Ministry's work permit conditions.

Many employers are afraid that if their maid has a day off
and gets into trouble, the employer will not only have to
solve the trouble, but also have to fork out $5,000 as a
free gift to the government.

Intuitively, this smacks of gross unfairness. The employer
gets punished not for something he did, but for something
that somebody else (the maid) did. Furthermore, once the
maid leaves the employer's residence, the employer has
no way of monitoring where the maid goes and what she does
there.

We may draw a curious parallel with Mas Selamat's
escape, and PM Lee's determined, if muddled, defence of
Home Affairs Minister Wong Kan Seng in Parliament.

Mas Selamat ran away. But PM Lee said that Wong Kan Seng
was not at fault and should not be punished in any way. The
reason being that Wong Kan Seng personally did not do
anything which allowed Mas Selamat to escape.

Strangely, if your maid runs away, it IS your fault and you
SHOULD be punished. Even if you did not personally do
anything to let her run away (apart from giving her a day
off).

Similarly, if your maid becomes pregnant, it IS your fault
and you SHOULD be punished. Even if you did not personally
do anything to make her pregnant.

Oh well. What can I say? Maids are not terrorists. But then
you are not Wong Kan Seng. So the rules remain stacked
against you. Wong Kan Seng gets off lightly, but you
won't. Even if his lapse has far greater, and graver,
implications than yours.

Your runaway maid wouldn't blow up Changi Airport ,
would she?
