The PAP Government has stopped Ms Chee Siok Chin from attending a democracy leadership programme at Stanford University in the US.

Ms Chee was one of only 27 candidates selected from 500 applications to attend the Stanford Summer Fellows on Democracy and Development which will take place from 28 Jul - 15 Aug 08.

The Official Assignee's (OA) office rejected Ms Chee's application to travel to Stanford. Ms Chee was adjudicated a bankrupt in Aug 07 after she was ordered to pay cost over a court case challenging the Government on the Constitutional rights of the four persons who had protested in front of the CPF building.

Since then, she has been making regular payments to the benefit of her creditors and has submitted necessary forms and documents requested by the OA's office. As a bankrupted person, she has to apply to the OA's office for leave to travel out of the country.

In the past year, the OA's office had granted her permission to leave Singapore on several occasions when she had to attend international conferences and meetings.

But now the OA says that "none of these travels have translated into a benefit to your creditors" and rejected her application to go to Standford.

Professor Larry Diamond, a director of the programme, had indicated to Ms Chee earlier this year when the two met at World Movement for Democracy conference in Ukraine that he looked forward very much to her attending the fellows programme. Professor Diamond is the author of The Spirit of Democracy of which he presented a copy to Ms Chee.

Ms Chee appealed to Minister for Law, Mr K Shanmugam, stating that the fellowship was crucial for her as part of her research for a book which she is planning to write. "Part of the earnings from the sales of the book will then be made to the benefit of my creditors,” she informed the Mr Shanmugam.

The Ministry responded thus: "We regret to inform you that the decision to reject your travel application remains. The OA is not persuaded that your attendance at the fellowship program in Stanford University would result is any substantial additional benefit to your creditors."

A few questions arise from the matter:

1. What right does the Government have to restrict Ms Chee's travel to Stanford University for educational and research purposes?

2. Is she allowed to travel out of the country only when it monetarily benefits the Government?

3. Since when does the Government have a right to hold a citizen or anyone else ransom?

Dr Chee Soon Juan has also been prevented from leaving Singapore since Apr 06 and is effectively under city-arrest. All his travel applications to attend conferences overseas have been rejected by the OA's office, including applications to see his ailing father-in-law in Taiwan as well as to attend to a patient in Malaysia for his professional work as a neuropsychologist.

It seems apparent that the PAP is anxious about democracy advocates garnering international support for political reform in Singapore. Ms Chee has been an effective speaker on behalf of Singapore's democracy campaign in the international community. (Read here and here)

By imposing travel restrictions on the Singapore Democrats' leaders, the Government is attempting to stymie the party's global networking efforts. The ruling party seems determined to stop the spread of the word of the democracy movement that is growing in Singapore.

Dear Ms. Chee,

Congratulations! We are delighted to inform you that you have been chosen to participate in the Stanford Summer Fellows on Democracy and Development Program, which will take place July 28 - August 15, 2008, at Stanford University.

The pool of applicants was extraordinarily competitive. We received more than 500 applications for 27 slots and an overwhelming part of candidatures reflected outstanding civic records. It was extremely difficult to reach admissions decisions and we are happy to say that the group of finalists is made up of people with truly remarkable achievements and significant policy-making roles in their countries.

An official electronically signed acceptance letter, which should serve as invitation for visa purposes, will be e-mailed next week. We would encourage you to initiate the appropriate visa arrangements, including scheduling a visa interview at your closest US consulate or embassy, as soon as possible.

Additional information about travel arrangements and program orientation will be sent in mid April.

    This salary is the ONLY KEY against OA's excuse for not letting you go.

    To be recognized by Stanford University, an institution of world renown, speaks volumes for Ms Chee's credibility internationally, and by inference, locally. To refuse her permission to attend the programme is nothing other than base and spiteful and no doubt arrived at in a fit of pique. It is most unbecoming of a government to behave thus. The government says it wants a credible opposition and yet it does all in its power to prevent it. Does its action not speak more powerfully to all around that, in reality, the government does not countenance any opposition at all?

    Bankrupts do have liability in such sense that they are restricted from moving out from the country. Given that the OA office had previously allowed Ms Chee to leave the country, that should be appreciated.

    Probably this time round, the course would take a longer time and that would mean Ms Chee being oveseas for too long such that debt might not be cleared. Furthermore, the living cost over there is high so if Ms Chee could afford to travel there, then she could pay back the creditors. That could be the logic behind the saga.

    I had hoped that Lee is sincere in his recent remark that the difficulties put in the path of the opposition are trials put along the way in order to train up an efective alternative government should the PAP fail.

    Miss Chee's attendance at the conference could be political education and training for her, like sending our brightest to prestigious universities in the US.

    And, while the attendance would not benefit her creditors, neither would it harm them.

Now with what happened recently in High Court where she gave a piece of her mind to not only Judge B Ang but also Father&Son Lee, retribution must be exacted.This means they were offended and hurt by this brave garang lady whom they paid scant attention to b4 being more wary of her brother CSJ..What childish pple we have ruling us.But I suppose they are only trying to hang on to the power they have enjoyed and got used to for the last 4-5 decades.

    I have often wondered what internal struggles Christians like Danabalan and Tony Tan, and other mature persons of integrity and proven professional excellence, like Tommy Koh and En Hen (dedicated his life to healing and now ministering the education of our young), must have had, working with the PAP.

    My brother happened to be a bankrupt because of his business failure. 6 months ago, he went to USA for holiday with his family, his AO did not object his application. Last month he went to Hongkong for a week, his AO did not object.

    Do you think that going for holiday would result in any benefit to his creditors?

    I applaud and support Mike Chan's response in "The Govt is becoming more and more repressive".
    May I add that not only are they childish but also mean-spirited and vengeful? Just because Father & Son Lee had their feelings hurt in court last month by our courageous and determined firebrand Ms CSC, they had to extract their pound of flesh. Her punishment of 10 days jail for "contempt of court" was obviously insufficient and they have now marked her for further persecution at every turn where/when they can wield their power.
    Petty vengeance and mean-spiritedness as led and exampled by the Govt have now seeped into the population at large.....now we can understand why the Lexus and Toyota at Laguna Park were badly vandalised with acid just 2 days ago just because the 2 respective owners refused to sell their HUDC units enbloc (don't they know the enbloc market is quite dead now?).$2.2 million each unit?     Generally, you pay less for a fake.

    Sylvia Lim was "invited" by the local organiser (Singapore Law Society) to speak at the IBA panel where she uttered her famous "Singapore's law is fair and just" and "WP has no problem finding lawyers" after CSJ said something otherwise earlier.

    Yes, indeed--judging from the vibrant and acute comments posted in this political website.

    I am heartened daily by the passionate and challenging responses of these Singaporean political commentators (who are mostly humble but observant and thinking ordinary citizens), who constantly take the PAP Government to task for not matching their deeds with their words, and for not responding positively to the changing needs and expectations of the younger generation of voters.

    The PAP leaders can do no worse than to ignore their heart-felt and vocal comments--if they want to survive the next general elections without embarassing themselves. For the political tide is changing. Soon, the waves of liberation and salvation will reach our shores. The PAP can do nothing to stop this relentlessly pounding wave of change.

    If you violate the people's rights and freedoms, you have to face the eventual and inevitable consequences of their resistance, reaction and opposition! The PAP simply cannot exempt itself from this inevitable political process.

    Yes, human rights and freedoms are indeed important (never mind what the PAP apologists, propagandists and lackeys say), and that is not just because major international human rights organizations located in the West--like Amnesty International and Human Rights Watch--are saying so. No, indeed! We ourselves, the proud, well-behaved and law-abiding (but surely too long-suffering and much-oppressed) citizens of Singapore, believe in those rights and freedoms too! For we are all human beings too! Not to mention the self-respecting citizens

    But we become adults eventually. And we learnt that a government cannot function and perform its tasks and duties unless it is prepared to use force and deception. This is the nature of politics, we learnt. How can we be still so innocent and idealistic?

    And indeed, for a long time, we were prepared to accept the status quo. As long as there is economic success and prosperity, we have largely kept ourselves from making overly-harsh judgments and condemnations on such government coercion and deception--in the name of internal security and political stability.

    But now, the people have arisen; they expect more than economic success and growth; they want political reform. They cannot accept the use of deception and the use of force, threats and intimidation by the government any longer. They want transparency and accountability, openness and freedom!

    Will the PAP Government rise up to the new challenge? Or will it allow the people's disenchantment, disillusionment and disaffection to grow in intensity and popularity--so much so that its hold on power will be eventually threatened by a new and better-qualified group of opposition politicians--with the growing popular support of the politically-awakened citizens?

    Hmm... if one were to think like the way the PAPs do, one can definitely see why they think these travels do not benefit Ms. Chee's creditor. If they allow her go attend the meeting, she will learn more on the subject of democracy, come back to SG and pass her knowledge to her fellow countrymen. Then, these fellow countrymen will become more educated in the topic and realize how bad the SG government has really been. Then, they will vote the PAPs out during the next GE, meaning that the courts and judiciary system will no longer be under the control of the LEEs. Then, they will not be able to sue their political opposents for allegedly defaming them, meaning that they will no longer be able to force people they viewed as "the enemy" to pay them exorbitant amount of damages, which will cause their bank accounts to dwindle. Indeed... it does not benefit the creditors...

    For a normal bankrupt I would say: shure, it's ok to restrict people. But first, her dept is not big, and second, resticting one's right to free movement is quite serious, especially in such a small county.
    Looks like: if you can't restrict people from traveling directly why not indirectly?

    I mean, I'm shure Ms. Chee has some securities in Singapore that can be sold to repay the dept in case she does not return. And the fear of her not comming back and thus not repay her dept is the only reason a creditor should be allowed to worry about.
