Chee Soon Juan spent much of Friday in court. Nothing unusual in that. An opposition leader in Singapore, Chee spends quite a few days in prison and, when he's not in prison, quite a few more in court, as a defendant.

Singapore's ruling party has been in charge for a half-century -- since self-rule began in 1959 -- and the opposition Singapore Democratic Party has never mustered more than three seats in Parliament.

This may be because everyone in Singapore is happy with life. It might also have something to do with the fact that few people would want to live the life of Chee Soon Juan, the SDP's secretary general.

Chee returned to Singapore in 1990 after earning a PhD in neuropsychology at the University of Georgia. Two years later, he lost a bid for Parliament as a member of the SDP. No big deal, you might think, in a country that calls itself a democracy. But he was promptly fired from his university post, ostensibly for misappropriating postage stamps -- and that was just the beginning.

A timeline assembled by Canadian lawyer Robert Amsterdam, who is assisting Chee, suffers from a certain monotony. An excerpt: "1999: Jailed for speaking in public without a permit. 1999: Jailed for speaking in public without a permit. 1999: Fined for selling books without a permit. 2002: Fined for speaking about the ban on Muslim girls' wearing headscarves. 2002: Jailed for holding a May Day rally. 2006: Jailed for saying that the judiciary is not independent. 2006: Jailed for speaking in public without a permit. 2006: Jailed for attempting to leave Singapore without a permit. 2008: Jailed for saying that the judiciary is not independent."

That is a partial list just of the criminal charges. Chee also has been sued for defamation, most recently this year by Singapore's longtime leader -- now "Minister Mentor" -- Lee Kuan Yew and his son, Prime Minister Lee Hsien Loong. The Lees objected to an article in the SDP newsletter comparing their government to a charity that had been enmeshed in scandal. A judge ordered Chee to pay them the equivalent of about $400,000.

Chee already had been bankrupted by earlier defamation suits. "I told them to put it on my tab," he joked bleakly to me in a phone conversation Friday. But legal bankruptcy is no joke: It means he cannot run for political office nor leave the country without permission. He has asked for permission 20 times since 2006, he told me, and been turned down each time.

Singapore's ambassador to the United States, Chan Heng Chee, told me that her leaders go to court when their reputation is unfairly sullied because maintaining the trust of the people is so important. Human Rights Watch says that Singapore is "using defamation laws to silence peaceful political speech," which, according to the group's deputy Asia director, Elaine Pearson, "makes a mockery of Singapore's claim to be a model democracy." It also makes it difficult for Chee and his wife to feed their children, ages 9, 6 and 4.

Friday, Chee spent the day defending himself against the charge of "attempting to participate in a procession." (Singaporean lawyers are not eager to take his case, he said.) It is one of about nine charges he faces, two relating to his failed effort to hold a protest when World Bank and International Monetary Fund officials were in town in 2006, others related to his efforts to speak out during a 2006 political campaign. Officials say that he has a conscientious-objector strategy of wanting to break laws; he says that, since his applications for permits are always denied, he has no choice if he wants to exercise his right, under Singapore's constitution, to freedom of speech and assembly.

I asked why he persists, against such odds, and he spoke of the importance of democracy and human rights and openness in government. Then he turned the question around: Why, he asked, do the Lees persist?

"If the government here is doing so well, why is it so afraid to say, 'We'll just ask for a mandate from the people, and we'll get it?' " Chee said. "Why go to such extent to stifle free opinion and dissent?"

Singapore is, by many standards, doing remarkably well. Economic output per person is more than $27,000, 31st in the world and way ahead of its neighbors, according to the Economist. In China's elite Communist Party school, Singapore is cited as a model of how to maintain one-party rule while growing economically -- and not having to keep too many people in jail.

Ambassador Chan says that her country must have a "tighter democracy" than America's, because it is a small, multiethnic city-state in a challenging region -- a rowboat next to America's aircraft carrier.

"In an aircraft carrier, you can be playing soccer in one corner and have jets taking off in another, and the carrier remains stable," she told me. "In a rowboat, it makes sense for everyone to row in the same direction."

Amsterdam says that in his experience, which includes representing persecuted clients in Russia and elsewhere, governments do not go to great lengths to monopolize the media and control speech unless there is something they would rather their people not know. If he is right, Chee Soon Juan's rap sheet would indicate there is much this government would rather not share with its public.

    1. The 300b Government reserve is a direct result of the loans generated from HDB or private property purchases.

    2. The massive influx of foreigners is to help sustain the property market, without which it will collapse since the local population have been "sucked dry" and cannot buy enough properties by themselves to keep the market up. Ditto for IR.

    3. Should the property market fails, Sg Government might have real trouble in returning us our CPF money down the road.

    4. Or alternately, should the property market fails, Sg Government might have to print money to return our CPF money down the road.

    5. Or alternately, should the property market not fail, Singaporean may find themselves a minority as foreigners swamp the island.

    I am can't help wondering....

    Does Ambassador Chan Heng Chee truly believe what, according to the article, she said in defence of those habitual lawsuits of LKY and company?

    She had been highly respected for her independent, perceptive analyses of PAP governance in writings such as her book "The Politics of One Party Dominance" done during her career as a political scientist prior to her joining the PAP establishment.

    Contrast that with what is reported to be all she could say in defence of LKY's lawsuits.

    Total absence of independent, nay any thinking at all!

    The same old things we have heard too many times already; ie. we are in a sampan, not an aircraft carrier (Kishore's illustration); reputation and trust have to be maintained (LKY and followers' constant refain), etc.

    Even the same points could have been argued and illustrated with fresh reasoning and examples.

    She evidently was too bored to think, and just echoed the said things, rather than did what she was capable of, as seen in her former creative days.

    This could be another way by which "power corrupts"; having had to toe the line, has she lost her soul?

    Thus, the same boring things uttered mindlessly, with no conviction!

    ibelieve chee is a christian? now if he can't get his brothers and sisters in the faith( the number is huge) to agree in his cause, he, could be regarded a prophet in the context of the scripture,maybe headed in the wrong direction.

    he needs to go and preach to the church first. the scripture says, they are the salt of the earth. if the salt loses its flavor, they becomes useless to the earth or in the world they live in.

    if he can't find support there( a huge army of believers), it is unlikely he will succeed outside his faith because, his brethren is the best checks and balances he needs.

    unless this "prophet" is right and all the churches in sg are deaf and blind to the corruption and the social injustices he claimed our leaders are guilty of, then woes to sg because, her people are as useless as those he is gunning for.

    They may be scholars but I don't think they are educated.
    They may hold high positions but I don't think they have earned it.

They are after all humans and have their own thresholds although pretty high.Well the crafty LKY was able to reach their thresholds some way or other.

    Humans are all susceptible to temptations of power and wealth.
    If in their shoes, you and I may even be suckered in.Those who refused and stood by their principles are the real heroes of today. Dr CSJ and JBJ are classic examples.

    Hopefully, those you named have had better motives for changing camp.

    Nevertheless, what a human waste, say, for Tommy Koh to have degenerated from being the tower of watchful, analytical strength over large political issues that he was formerly, to the nodding, smiling Ambassador at Large (what does this mean?) he is today, restricted to organising student inhouse forums, and learning excursions overseas.

    Notice that when Toh Soh Lan and others in the eighties complained of being slapped and ill-treated when locked up by ISD, all Tommy could do was to ask to see her (his former law student) in jail. And he could not even tell us what he saw.

    A mere shadow of the former University Socialist Club activist and spokesman, and later analytical, perceptive law lecturer and Dean.

    if an enlightened community of religious folks whose daily bread is a buffet of love, faith, righteousness, justice and hope will not be the city of light they have been called to be by their master or pay the price( persecuted) like their master to liberate the oppressed, they might as well sit in the comfort of a modern day prison cell and be fed by dog's vomits from their hypocritical and rich sunday preachers.

    in fact, if mr chee is right, his popularity with the people should grow in tandem with the number of righteous and honorable people unless such number is paltry?

    but why aren't the masses with him?

    they fear persecution of men than they fear their god?

    now why didn't the self proclaimed righteous hundreds of thousands of sunday idol worshippers support him?

    is there something wrong with this society or have they been poisoned by their greedy and cowardly leaders?

    And SDP's readership has been dropping in contrast to TOC. This shows that Singaporeans still prefer moderate politicians instead of seow kau like CHEE and sis.

    1. Tan Kin Lian got a crowd that came out of desperation because of money, a crowd which has in fact been decreasing with each passing rally.

    2. Why do you refer to TOC as moderate "politicians"? We all know for a fact that they are not politicians, but are you implying that they are a mouthpiece for moderate politicians?
